The Role
Deputy Director (SOC) providing overall leadership, oversight and strategic direction for the Security Operations Center (SOC) functions at the National Telecommunication and Information Security Board (NTISB).
• Provide overall leadership, oversight and strategic direction for Security Operations Center (SOC) functions • Ensure continuous and effective monitoring, detection, analysis and response to cybersecurity incidents on a 24/7 basis • Oversee implementation and enforcement of approved cybersecurity policies, SOPs, playbooks and operational guidelines • Supervise performance of SOC teams, including analysts, shift leads and technical staff, to ensure service quality and operational readiness • Review and validate incident classifications, escalations and response actions, particularly for high-impact or critical incidents • Coordinate with national and sectoral stakeholders, law enforcement agencies and relevant authorities during major cyber incidents • Monitor SOC performance metrics, service levels and capacity, and recommend improvements to tools, processes and staffing • Identify operational risks, capability gaps and emerging threats, and propose mitigation and enhancement measures • Ensure proper documentation, reporting and dissemination of incident reports, advisories and alerts to higher authorities • Prepare periodic performance, incident and situational reports for submission to senior management and the competent authority

Education, Experience and Skills Requirements
- MS / MPhil: Computer Science, Cyber Security, Information Security, Information Technology, Computer Engineering, Telecommunication Engineering
- PhD: Computer Science, Cyber Security
• Minimum 10 years of professional experience, including 6 years in information security/ cybersecurity and 4 years of recent experience in SOC operations
SOC Operations, Incident Response, Threat Analysis, Cybersecurity Policy
Preferred: Offensive Security
• International certification in incident handling and SOC operations, offensive security (strongly desired)
